Water, a global public good under stress
Helping Ouagadougou to address its increasing water supply needs
700.000 people should benefit from the Ziga Project extension inaugurated on the 1st of March. The investments will increase the plant’s drinking water production capacity by 50% and cover a 300 km expansion of the distribution network, involving innovative management systems, to serve informal settlements in particular.
Drinking water for a rapidly expanding population
The Ziga Project was initiated in the late 1990s by Burkina’s Water and Sanitation Office (ONEA), in order to increase access to drinking water in Ouagadougou. The project draws on the Ziga Dam and involves major investments to strengthen the city’s production, supply and distribution systems.
To support this project, the AFD has awarded a total of more than 32 billion FCFA to the ONEA since 1999, in the form of concessional (guaranteed) loans and subsidies.
To strengthen ONEA capacities as project owner, the AFD is also financing technical assistance and expertise (expert training support for local operators).

The first phase of the Ziga Project was the construction of the dam and its 200 million m3 reservoir to supply water to a treatment plant designed to produce 60.000 m3 of drinking water per day. Ouagadougou’s rapid population growth – over 3% a year - and the ever-present challenge of the Millennium Development Goals require ongoing and responsive investment in access to drinking water.
A 50% increase in drinking water production capacity
The inauguration of the additional module for the Ziga treatment plant took place on 1st March 2012, in the presence of the Minister for Agriculture and Water, the ONEA Managing Director, the French Ambassador and the Director of the AFD Agency in Ouagadougou.
This extension, co-financed by the AFD, will increase the plant’s production capacity to 90.000 m3 and will benefit some 700.000 people.
The investments financed also cover an expansion of the distribution network, involving innovative management systems, to serve the city’s informal settlements in particular. More than 300 km of water supply pipes are now being laid across the Ouagadougou urban area.
Other major investments are planned under the Ziga Project in the years to come, in order to keep pace with population growth in the capital and to support Burkina’s efforts towards the Millennium Development Goals.
The AFD intends to maintain its position as a key partner in the project.
