Martinique: investments and repairs after Hurricane Dean
AFD approved the allocation of three loans totaling 30.1 million euros in the Department of Martinique to finance its current investments and to repair damage caused by Hurricane Dean in August 2007 and the 29 November 2007 earthquake.
The Department of Martinique must carry out heavy structuring investments while its economic growth has fallen. AFD’s operations will contribute to repairing damage caused by the 2007 natural disasters and to constructing and rehabilitating school and medico-social infrastructure.
Martinique: rehabilitation of the Trinité hospital center following the October 2007 earthquake
AFD approved the allocation of a 6.7 million euro loan to the Louis Domergue hospital center (CHLD) in Trinité to finance its rehabilitation.
Martinique has around fifteen health establishments, including one university hospital, which means all the Department’s pathologies can be treated. However, equipment is still lacking and medico-social supply cannot meet needs despite the progress achieved. In addition, equipment is concentrated in the urban area of the Center of the island. The CHLD, a medicine-surgery-obstetric hospital with 263 beds, covers a basin with 100 000 inhabitants in the north-east of the island. Its medical project for 2007-2011 aims to boost its activity.
The 29 October 2007 earthquake measured 7.3 on the Richter scale and seriously damaged the hospital buildings. Its tower with 140 beds was declared practically unusable and the hospital’s activity had to be redeployed and reduced. AFD’s financing will help restore the CHLD’s capacities.
Guadeloupe: equipment for the Department
AFD approved the allocation of a 6 million euro loan to the Department of Guadeloupe to finance its 2008 equipment program.
The financial situation of the Department of Guadeloupe has considerably improved since 2004. AFD’s financing will support the investment efforts made by the Departmental Council, particularly in the priority sectors of waste treatment, medico-social equipment and urban development.

It finances projects to reduce poverty, support economic growth and preserve the environment on the five continents and in France’s Overseas Local Authorities. These projects can be led by local public authorities, public companies, the private sector or associations. In 2007 Group commitments (AFD and Proparco its subsidiary specialized in financing and promoting the private sector) totaled 771.3 million euros in Overseas France (out of a total of 3.5 billion euros) and were allocated to its three intervention areas: support for public policies, SME financing and promoting sustainable development. www.afd.fr
