Evaluation à mi-parcours du plan décennal de développement du secteur de l'éducation du Bénin (PDDSE 2006-2015)

The second phase of Benin's 'Ten-Year Education Sector Development Plan'(Plan Décennal de Développement du Secteur de l’Éducation, PDDSE) covering the period 2006-2015 is about to be completed. Before entering the third and last phase, a midterm evaluation has been undertaken, initiated by the governments of Denmark, France and Benin (represented through the ‘Observatoire du Changement Social’).
The overall objective of the evaluation is to assess to what extent the objectives and assumptions that underlie the education plan remain relevant in light of the current situation, to assess the results achieved over the past five years, and to identify lessons learned. The evaluation is structured around three main themes: (i) assessment of the policies and strategies undertaken as well as the results obtained, (ii) management, coordination and sector dialogue, and (iii) sector financing.
The evaluation covers all six levels of the education sector in Benin: preschool, primary, secondary, technical education and vocational training, higher education and scientific research, as well as literacy and adult education.

Working Paper n° 117 | Student Loans: Liquidity Constraint and Higher Education in South Africa
Empirical evidence that access to higher education is constrained by credit availability is limited and usually indirect. This paper provides direct evidence by comparing university enrollment rates of potential South African students, depending on whether or not they get a loan to cover their university fees, in a context where such fees are high. We use matched individual data from a credit institution (Eduloan) and from the Department of Education. Using a regression-discontinuity design based on the fact that loans are granted according to a credit score threshold, we can estimate the causal impact of loan obtainment. We find that the credit constraint is substantial, as it reduces the enrollment rate into higher education by more than 20 percentage points in a population of student loan applicants.

Au début des années 2000, le Maroc lançait un important programme d’investissement dans l’éducation et plaçait ainsi le capital humain au coeur de sa stratégie de développement. Le défi était alors énorme et force est de constater que de grands progrès ont été réalisés en matière de scolarisation primaire et secondaire. Au cours de la prochaine décennie, un défi d’une ampleur comparable devra être relevé dans la formation professionnelle et l’enseignement supérieur, pour assurer à chaque Marocain un avenir professionnel. La complexité et le caractère multidimensionnel du problème de l’emploi des jeunes supposera d’agir simultanément dans plusieurs domaines, comme nous avons essayé de le faire apparaître dans ce rapport.
En matière de formation professionnelle, l’essentiel des efforts à fournir portera sur la qualité des enseignements fournis, l’association des branches professionnelles à la gestion ou à l’animation pédagogique des centres qui n’ont pas encore suivi cette démarche, mais aussi sur l’amélioration de la répartition sectorielle des centres de formation pour limiter l’offre dans les secteurs où les débouchés sont insuffisants.
L’enseignement supérieur sera, lui, confronté à une pression « démographique » très forte, qui requerra d’importants investissements de structure pour répondre à une croissance annuelle des effectifs de l’ordre de 10 % par an pendant plusieurs années au moins. La gestion de cette massification nécessitera un ensemble de politiques très volontaristes.
