Energy efficiency training supplied by AFD to 14 Chinese banks
rom 12th to 14th May 2010, with the support of four Chinese ministries (National Development and Reform Commission, Ministry of Finance, Ministry of Construction, and Ministry of Industry), AFD and the French Fund for Global Environment (FFEM) organized in Hainan province the third training session for Chinese banks on green energy issues. The first two training sessions were held in France and in China in 2008.
New convention on forest signed by Mrs Lagarde and Mr Xie
In the frame of the French presidential visit in China, the French and Chinese finance ministers have signed on Thursday April 29th a new convention for a credit line from AFD financing a reforestation project in Yunnan province.
The 35 millions EURO loan financed by AFD focuses on 59 000 ha of land and will be accompanied by two complementary actions : i) the promotion of biogas in rural areas ii) the development of sustainable agriculture techniques.
Mr. Severino (CEO of AFD) in Chine from March 9th to 12th
Mr. Jean-Michel Severino, CEO of the French Development Agency (AFD) came to China for a four-day trip from March 9th to 12th. He signed two important documents during this trip:
Green Credit Line II signed
On March 11th 2010, AFD and MOF signed a financing agreement to start the second green credit line dedicated to energy efficiency and renewable energies projects in China, for a total of 120 M€.
AFD and MOF signed a Memorandum of Intent regarding Green credit line project II
On December 21 2009, during the official visit of French Prime Minister François Fillon in China, the Chinese Ministry of Finance (MOF) and the French Development Agency (AFD) signed a Memorandum of Intent regarding the project Green credit line to finance energy efficiency and renewable energies projects in China.

Rendezvous with Africa on climate

After a long series of preparatory meetings, the Copenhagen summit on climate change is finally upon us. With the Kyoto Protocol on carbon emissions expiring in 2012, the delegates who will gather in Copenhagen have been given the task of concluding a new international agreement. The world’s countries are engaging in one of the most complex and consequential exercises in collective action that has ever had to be managed in the history of international relations.
Although the responsibility of industrialized countries and emerging economies in the battle against carbon emissions is now well known, Africa’s place in the climate agenda has been largely neglected. Sub-Saharan emissions, estimated at only 3% to 4% of global man-made emissions, are deemed of little interest. Yet Africa is central to the global environmental crisis in two important ways.
CCICED 2009 Annual General Meeting
AFD participated as observer to the CCICED 2009 Annual General Meeting (AGM) hold on November 11-13th in Beijing. The theme for the AGM of this year was "Energy, Environment and Development". The Task Force on "energy efficiency and urban development in China" financed by AFD prensented its final report during the meeting.
France and China working on cleaner urban transportation
On November 10th and 11th, 2009, the second Sino-French meeting on Transport with High Level of Service brought together firms, universities and public leaders at Tongji University, Shanghai. At this occasion, the French Development Agency, who brought financial support to this event, presented its strategy and put forward its expertise in the field of clean urban transportation.
Europe and China to deepen cooperation on CCS
On October 28th and 29th 2009, representatives of the AFD-funded sino-european program EU-NZEC presented their first conclusive results on CO2 capture and storage (CCS) potential in China. They mainly addressed the technological challenges of CCS and the question of its implementation cost. They also considered public opinion and regulation issues. Both Chinese and European speakers affirmed that CCS is a key technology to fight against climate change and that public stakeholders’ involvement in financing schemes will be determining for a quick development of CCS.
AFD presented its operations to all Chinese provinces
On August 31st 2009, AFD Beijing Office participated in a seminar organized by the Chinese Ministry of Finance (MOF) and the NDRC, which aimed to make Chinese provinces and international donors in China known better each other. Altogether six donors, including AFD, were invited to present their actions in China (Portuguese, Polish and Spanish Cooperation Agencies, the KFW and the Nordic Investment Bank).

Official launch of Sichuan reconstruction project financed by AFD
July 20th 2009, on the occasion of the first disbursement (45M $) of the post-quake reconstruction project financed by AFD, the Chinese Ministry of Finance (MOF) and the Sichuan provincial government invited the Ambassador of France in China and representatives of AFD Beijing Office to a project launching ceremony in Chengdu.

Film in honor of World Environment Day 2009
June 5th 2009, on the occasion of World Environment Day promoted by the United States, all people of the world can watch HOME, the latest film directed by Yann Arthus-Bertrand.
The documentary about environmental issues, which was filmed in 50 countries and shot entirely from the sky, is a commentary on the major environmental issues challenging our world and calls for a new awareness that protecting the earth is indispensable. It can be seen for free in movie theaters, on DVD, television and the internet.
AFD's participation in post-quake reconstruction in Sichuan
April 24th 2009, during the Spring Annual Meetings of the IMF and the World Bank and in the presence of Mrs. Lagarde, French Minister of Economy, Industry and Employment, Mr. Jean-Michel Severino, General Director of the AFD and Mr. Li Yong, Chinese Deputy Minister of Finance, signed two loan agreements of 230 million €, including the Agreement for post-quake reconstruction in Sichuan (150 million € or 200 million $).
AFD is financing the first wind farm in Yunnan
AFD is financing the highest wind farm in China and also the first one in the province of Yunnan. April 13th 2009, French Ambassador in China visited the site of this project in Dali, which is considered as an example of French-Chinese cooperation on the climate change issues.

Green Credit Lines
With the support of the French Fund for World Environment, AFD has developed during 2008, in partnership with the Chinese Ministry of Finance, a “green credit lines” of 60 million € to help three Chinese banks to finance energy efficiency and renewable energy projects in China.
Post-quake guide to help reconstruction
AFD, in partnership with the MOHURD and the Sichuan Commission of Construction, released on the 09/12/2008 a how-to guide explaining the good practice in rebuilding rural dwellings in quake struck provinces of Wenchuan. This guide is distributed exclusively in Chinese.
