The China Council for International Cooperation on Environment and Development (CCICED) was established in 1992 with the approval of the Chinese government to support cooperation between China and the international community in the fields of environment and development. The Council, composed of both Chinese and International Members who are invited by the Chinese Government and chaired by Vice-Premier of the State Council, is a non-profit body that supports the development of an integrated and coherent approach to environment and development and encourages close cooperation between China and other countries. It has so far undergone three Phases from 1992 to mid-2007. The 2007 Annual General Meeting held last November in Beijing marked the beginning of a new fourth phase of the Council (2007 – 2012), for which the focus is Energy and Environment.
The State Environmental Protection Administration (SEPA) acts as its secretariat. It regroups international and Chinese experts, whose main responsibility is to carry out research into the major issues concerning environment and development in China, to set up pilot projects relative to new national regulations, to recommend policies to the Chinese government in this area and to promote sustainable development. The CCICED was founded by the Canadian International Development Agency (CIDA) and the Chinese environment agency (SEPA), these two institutions holding the co-presidency. Several European donors now contribute to its funding, including Sweden, Norway, the UK, Germany and Italy. Since its creation, the CCICED has published over a hundred analytical reports and recommendations for the strengthening of China’s environmental policies.
Approached by the SEPA, the AFD has committed 300,000€ to finance a working group focussed on Energy & Environment. The agreement was signed June 12th 2007 and led to discussions between the AFD and its Chinese partners on the selection of the task force specific focus. The co-presidency of this study will be assured by Laurence Tubiana, director of the IDDRI (French Institute for Sustainable Development and International Relations), and Pr. Jiang Yi, Professor of Tsinghua University School of Architecture and Head of Department of Building Science and Technology. The working group financed by AFD will focus on the following topic: “Energy Efficiency and Urban Development” in Building and Transportation Sectors.
