     AFD's strategy on climate change

     

     

    Climate change poses a new challenge for development institutions: they now have to reconcile the development needs set out in the  Millennium Development Goals  and the climate constraint which poses a major threat to achieving these objectives. Indeed, climate change complicates efforts to reduce poverty by causing increasingly frequent and serious damage in economically precarious areas, and introducing the need for a low-carbon development path. AFD has integrated climate change into its strategy via financial investments to reduce GHG emissions and by including adaptation in its development actions.

    By seeking convergence between development and limiting emissions, and scaling up its volumes of aid for investment in the climate, AFD is helping to create an environmentally and socially sustainable economy.

     

     

    Emerging countries are experiencing strong growth and are consequently high GHG emitters. They are a core element of the strategy to mitigate emissions. It is important to work in partnership with them in order to demonstrate by action that GHG reduction targets do not necessarily hamper their economic development. In the field, AFD finances operations in these geographical areas in various sectors: energy, transport,local authorities and urban development, forests and forestry and agriculture.

     

    In the other geographical areas, particularly least developed countries, AFD has two objectives: to strengthen countries’ resistance to climatic disruption which damages their economic resources, and reduce the energy bill in order to give populations more widespread access to energy. All “climate” actions meet the first objective to reduce poverty; from this perspective, AFD, for example, helps countries meet the energy needs of their populations by producing cheaper and less polluting energy.

    AFD’s concerns also focus on climate change adaptation: indeed, the most disadvantaged will be the first victims. AFD consequently seeks to integrate adaptation measures into its projects in order to help local populations face the impacts of climate change.
