AFD at the centre of reflection on aid effectiveness
The Paris Declaration on Aid Effectiveness is an international agreement adopted by donors and ODA recipients in March 2005. Aid Effectiveness is a core issue for all development aid actors. This agenda is nowadays based on the five principles of the 8 March 2005 Paris Declaration on Aid Effectiveness: ownership, harmonization, alignment, results-based management and mutual accountability. The integration of results and development impacts is a core focus for AFD. This is in line with international trends: the challenge of meeting the Millennium Development Goals (MDGs), the Marrakech Principles, the Rome and Paris Declarations, the Hanoi Conference (2007). Since the adoption of the Strategic Orientation Plan in 2002, AFD has been carrying out reflection on ways to assess its operational performance. It has consequently adopted a number of tools and methods to enhance results-measurement for its operations. At the beginning of 2007 a doctrine for the use of global budget support was validated by the Co-secretariat of the CICID (Inter-ministerial Committee for International Co-operation and Development). Global budget support is based on key eligibility criteria: (i) a sound and sustainable macroeconomic policy; (ii) a national growth and poverty reduction strategy in line with the MDGs with a functional monitoring-evaluation mechanism for its implementation and (iii) a positive evaluation of the public finance management system. AFD has set up projects bringing together its network of agencies abroad in order to implement the French Action Plan on Aid Effectiveness. In this context, analytical research has been conducted on achievements and difficulties in terms of applying aid effectiveness principles in active operations. In an uncertain economic context and given the scale of the challenges, fresh impetus needs to be given to international cooperation, in terms of objectives, coordination and innovative approaches to resources and instruments. The purpose of this brochure is to shed light on these issues by indicating the approach that will be taken by French development cooperation with regard to aid effectiveness.

Chargée par le Premier ministre d’une mission temporaire auprès du Secrétaire d’Etat à la Coopération et à la Francophonie, Mme Martinez, députée des Hautes-Alpes a enquêté durant six mois sur l’aide multilatérale de la France et remis son rapport le 31 Juillet 2009.
