AFD’s vision and contribution to development for the next 5 years has been defined in terms of the rapidly changing global context and the complexity and diversity of situations. This strategy integrates issues relating to sustainable development and an accountable management of its results.
Three global objectives will gradually have an impact on AFD’s partnership with Vietnam:

7.4 million people have gained benefits thanks to AFD financing in Vietnam over the past four years (390M euros for 2004-2008). 8 million homes in the country will eventually benefit from financing which focuses on:
The construction of 1,705 km of land routes
Projects to support agriculture which will benefit 148,000 people, including the development of 33,000 ha of new or rehabilitated irrigated areas
Drinking water supply for 916,000 people
Vocational training for 1,200 people
AFD’s aid is defined in the partnership agreement between France and Vietnam. Our actions are set out in the Partnership Framework Document (PFD) signed between France and Vietnam in 2006.
AFD has financed 46 projects since 1994 and is today targeting 100 million euros of annual commitments. Our financing is in the form of “untied aid” and is open to international bidding. We have an annual target of 100 million euros in loans (including at least 40 million euros of concessional loans) and 3 million euros in grants.
AFD’s action within the framework of the 2006-2010 National Socio-Economic Development Plan is based on 4 cornerstones for this period :
1. To develop and modernize financial, banking and non-banking sectors
2. To support decentralization and local authorities
3. To adapt urban infrastructure and public market services
4. To promote a new dynamic in rural economies
