AFD’s basic procurement principles for all the contracts it finances in foreign countries are based on competitive bidding and the application of the national regulations of the country where the operation is implemented, in compliance with the relevant recognised international standards and subject to clauses set out in the financing agreement resulting from its financing conditions, and France’s international commitments in terms of anti-money laundering, corruption and the financing of terrorism. Moreover, in order to promote sustainable development, environmental and social standards agreed upon for the implementation of the project or programme must be included in contract design.
The Owner has sole responsibility for the bidding process and signing of contracts. AFD issues a “no-objection” at specific stages of the process. During project appraisal, particularly for contracts likely to be subject to international bidding, AFD may make recommendations in order to give the Owner useful advice on the procedure envisaged and the use of standard documents.
Calls for expressions of interest, pre-qualification notices and bid invitation notices must be widely publicised by Owners. These notices must be published on the appropriate websites and in the appropriate “paper media”. It is recommended that Owners publish notices on AFD’s website.
Moreover, in the framework of untying of development aid, above certain thresholds AFD is obliged to publish information on organisation of the bidding processes for the contracts it finances on the website of the OECD’s Development Assistance Committee (DAC).
