"No-objection"

A “No-objection” is given to the Owner on:

  • The pre-qualification or shortlist document (where applicable): When a prequalification phase takes place, prior to any publication, the Owner submits the pre-qualification notice, the pre-qualification document and the envisaged selection method to AFD.
  • Theresult of the pre-qualification or shortlist (where applicable): Prior to notifying the candidates of its decision, the Owner submits the application assessment report and the shortlist of proposed candidates to AFD.
  • The draft bidding document: Prior to launching the bid invitation, the Owner submits the draft bidding document to AFD, including the letter of invitation, the instructions to bidders, including the evaluation criteria and the applicable administrative and technical clauses, as well as the bid invitation notice in cases where a pre-qualification or shortlist phase has not taken place. It is recommended to use model documents designed by AFD.
  • The choice of the recipient: After the bids have been evaluated and prior to any final decision on the awarding of the contract, the Owner submits a detailed report to AFD on the analysis and comparison of bids received, recommendations concerning the awarding of the contract and a copy of the bid made by the bidder preferred. The Owner awards the contract once it has received AFD’s “No-objection”.
  • The draft contract (and any other future draft amendment to the contract): Prior to signing, the Owner submits the draft contract to AFD and at a later stage, where applicable, any draft amendment modifying any of the clauses and conditions of the contract.
