May 14th, 2008

AFD Head of SS Africa department, Jacques Moineville and AFD Head of Communication and Foreign Relations, Henry de Cazotte, came to Mozambique from May 12th to 15th to participate in the African Development Bank 2008 Annual Meetings. This provided them an opportunity to visit the Maputo Water and Sanitation Project (MWSP).

This project is managed by FIPAG (Fundo de Investimento e Patrimonio do Abastecimento de Agua), a public utility holding company responsible for water sector investment programs in urban areas. It aims at increasing access to drinking water for the population of Maputo, Matola and Boane, especially for the most disadvantaged one. Total project cost stands at € 95M, financed by Mozambican Government (€ 13.8M) together with 4 donors: the EIB (€ 31M loan), the EU through its Water Facility program (€ 25M), the Dutch Government through ORET.NL (€ 18.6M) and the AFD (€ 7M).

AFD grant is mostly dedicated to the project's third component, which aims at supporting the set-up and development of 30 small independent water providers (called POPs) to improve drinking water supply in peri-urban areas. This field visit gave J. Moineville and H. de Cazotte an opportunity to meet sector stakeholders and to discuss with a POP.

AFD support to this component aims to develop and legalise drinking water supply services provided by private operators in disadvantaged areas. The target population is estimated at 200.000 inhabitants by 2010.
