 Cotonou Declaration against Fake Medicines


The Fondation Chirac has launched an international mobilization to fight against the traffic of fake medicines which will begin with the Cotonou Declaration on 12 October 2009 (Benin).
This Declaration, the founding act for the mobilization, will be signed by heads of State and government who have come together at the instigation of Jacques Chirac. By signing this Declaration they will be pledging to work together to fight the traffic of fake medicines and to request that States ratify a convention in front of the United Nations banning the manufacturing and marketing of counterfeit drugs.
The safety of populations all over the world is threatened by the marketing of medicines that are dangerous to health or inactive and escape any control. This results in health, economic and social catastrophes and constitutes a challenge for development actors.
All countries are now affected by counterfeit medicine traffic. The impact of this can no longer be neglected: in some cases, 70% of products in circulation are counterfeit; the profits made by the criminal networks involved will soon exceed those made by drug traffic. Yet the activities of such networks go practically unpunished since international institutions have taken much less action than they have against drug traffickers.
The Fondation Chirac and its partners, aware of the seriousness and global nature of this scourge, aim to remove the political barriers that slow down the implementation of effective measures by:

  • Adopting strong repressive instruments
  • Scaling up the control on pharmaceutical manufacturing and flows
  • Information and awareness-raising for both patients and health professionals

By gathering all stakeholders (World Health Organization, United Nations, European Commission, governments, non-governmental organizations, health professionals, the pharmaceutical industry and patients), the Fondation Chirac has created a synergy in order to demand that a Convention be voted against the proliferation of fake medicines.

This Convention, the second stage of the campaign, should be signed during an international conference to be held in Geneva at the end of 2010.
