Evaluation: ensuring effectiveness and transparency
By strengthening its evaluation actions AFD both meets requirements in terms of transparency and enhances performance in development financing. The implementation of a quality process has become systematic in AFD operations, the focus being projects contributing to targeting the Millennium Development Goals ( MDGs).
AFD’s evaluation tools for project ranking enable a detailed study in three stages:
- Evaluation before expected outcomes
- Monitoring project implementation
- Checking objectives have been met
The ranking makes it possible to capitalize on experience by highlighting success, identifying operations in difficulty and taking remedial measures or closing the project when necessary.
Increasingly advanced methodology
The many evaluations conducted by AFD help further reflection and research on project impacts. In addition to “standard” ex post evaluations, AFD constantly adapts its methods and implements parallel sectoral, thematic and geographical evaluations. Water resource management, decentralization, financial intermediation and rural electrification are thus subject to specific thematic evaluations. Evaluations in partnership with project beneficiaries are also being developed.
Research for an increasingly advanced methodology to assess the impacts of direct budget support to States is also being carried out in collaboration with other international development actors (OECD, World Bank etc). AFD is also at the center of current reflection on harmonizing development aid.
