Objectives
The PRCC aims to promote exchanges between developing countries, in particular the Least Developed Countries (LDCs) and their integration into the global trade system.
Growth and job creation linked to the development of markets and companies contributes to the ultimate objective of reducing poverty.
More specifically, the PRCC’s role is to support any type of project which strengthens export trade capacity:
- By helping countries to better assimilate the regulations which govern international trade and to comply with them
- By supporting actors who contribute to better integration in trading terms
PRCC principles
Four major principles guide the work of the PRCC and the projects which it finances:
- Particular importance is attached to the coordination and identifying of activities which mutually reinforce each other
- A flexible program which is tailored to existing local structures and strengthens them
- An approach which encourages partners and stakeholders to assume their responsibilities at every level and at each stage of the projects
- Targeted aid for greater effectiveness
- sub-Saharan Africa
- countries in the Mediterranean basin
- other regions such as South-East Asia, the Caribbean and the Pacific, and particularly the LDCs in these regions
History
The Trade Capacity Building Program (PRCC in French) was established in 2002 at a time when increasing priority was being given to on assisting development via Aid for Trade.
It is co-funded by:
- the Treasury and Economics Department (DGTPE) of the French Ministry of the Economy, Industry and Employment,
- and the French Development Agency (AFD), which oversees its implementation in accordance with its standard procedures.
The modalities of implementation
>> PRCC targets
- A program for, and with, a great diversity of structures: intermediary organisations and organisations supporting the private sector (chambers of commerce, professional associations, support structures, etc.), regional organisations and institutions, governments and public authorities in charge of setting policies and trading regulations, local authorities, NGOs and others.
- The PRCC funds projects through subsidies, normally seeking a contribution from the proposer of the project
- In all cases, PRCC support will be granted to the proposers of the projects which are the most appropriate for meeting the challenges in their field of operations, whether the project proposers be public or private (providing their projects contribute to the common good)
