A rapidly developing method to finance the economy

The work of the conference reviewed the practices, products and volumes of this financing method, which is experiencing rapid development with a billion dollar turnover and an annual growth rate of 30%. It also highlighted the results of a study jointly led by CGAP and AFD.

This conference was organized in the context of the partnership agreement signed last January between AFD and the Islamic Development Bank (IsDB).

The exchanges were rich and lively and brought to light the strengths and weaknesses of these tools, which are increasingly requested in a number of countries where AFD operates. They also more clearly identified the needs of beneficiaries, financial institutions and central banks, which play an essential role in terms of the regulatory framework and regulation.

A whole host of innovative experiences in the field 

Several observations were made: the existence of a strong demand for this type of financial product, particularly from the poorest; the proliferation of innovative experiences in the field, which are often poorly identified; the need to launch benchmarking exercises in order to build technical, financial and institutional references. 

A knowledge platform on the Internet

It was agreed that the various donors and institutions concerned, including IsDB and AFD, will support this process by promoting the implementation of information and exchange tools, such as a knowledge platform backed up by a dedicated website, and by holding an annual conference. An invitation was launched for the next one to be held at AFD’s headquarters in Paris. 

Bilateral talks were held between AFD’s Chief Executive Officer, Dov Zerah, and the President of IsDB, Mr. Ali, on the sidelines of this conference, and meetings between the respective operational departments defined practical ways of implementing the agreement, notably the possibility of staff exchanges and the first cofinancing operations in the Mediterranean.

After Istanbul in 2009 , Marseille will host the 6th World Water Forum from March 12 to 17 . The Forum will bring together around the same table the many actors related to water , with sometimes divergent interests , to discuss and work towards finding common solutions to managing this critical resource for our planet .

AFD aims to reach out to a wide audience and raise awareness of the water challenges. On the sidelines of the World Water Forum, it has therefore decided to be a partner of the film A Thirsty World directed by Yann Arthus-Bertrand, Thierry Piantanida and Baptiste Rouget-Luchaire.The aim of this film is to show the solutions that are being implemented in the water sector.(WWW.AFD.FR).

 The urban issues in Turkey

Turkey has also been affected by this phenomenon due to its tremendous urban growth. At the national level, Turkey adopted a strategy on climate change and is on the way to finalize an action plan. The implementation of sustainable planning and investments at the local level will be crucial for achieving concrete objectives in term climate change alleviation.

Within their partnership to support local governments’ efforts to tackle climate change, AFD and REC Turkey decided to contribute to this political challenge by organising a one-day seminar on “steering sustainable cities”.

The seminar

This event will gather 150 high local decision-makers and renowned urban sustainable development experts. The seminar will be a platform where Turkish and international actors will talk about the integration of climate change issues at the local level and will share the good practices regarding sustainable urban planning. The priority will be given to concrete case studies. Background studies regarding Turkish cities’ initiatives in terms of sustainable city and a benchmark study made at an international level will feed in debates. A calling for action will be signed by Turkish decision-makers at the end of the seminar to promote concrete action.

The conference will be organized with the sponsorship of Denizbank, the main commercial bank involved in municipal finance in Turkey, and in partnership with The Union of Municipalities of the Marmara Region, which has 230 members and is active in 11 provinces around the Marmara Sea. Dünya Newspaper, the main turkish economic daily newspaper with 25,000 copies distributed per day, will provide its media sponsorship. The Ministry of Environment and Turkish central authorities will also take part to this event.

Le Trésor turc et l’AFD ont signé, en présence de l’Ambassadeur de France en Turquie S.E.M. Laurent Bili et du Sous-secrétaire d’Etat au Trésor M. Ibrahim H. Çanakcı, une convention de financement de 150 millions d’euros. Le prêt mis en place soutiendra les réalisations de la Direction Générale de la Forêt turque (rattaché au ministère de l’eau et de la forêt) en matière de gestion forestière, d’afforestation et de lutte contre l’érosion. Il s’agit de la première convention souveraine de l’AFD en Turquie, faite aux côtés de la Banque Européenne d’Investissement (BEI) qui participe également au financement de la Direction Générale de la Forêt.

La forêt est en enjeu majeur en Turquie. En effet, face à la croissance économique, démographique et urbaine rapide des années 90, le pays doit faire face à des problèmes d’érosion des sols, de pollution des eaux et des mers ainsi qu’à une hausse constante des émissions de CO2 par habitant.
La forêt permet de stocker des gaz à effet de serre et donc contribue à l’atténuation des changements climatiques. En outre, avec une couverture forestière de 21 millions d’ha, soit, environ 27% de la superficie nationale, la forêt est également importante en terme social, puisqu’elle abrite près de 20 000 villages (soit environ 7,5 millions de personnes) installés à l’intérieur ou en périphérie des forêts.

Un programme de coopération technique bilatérale accompagnera le prêt

Outre le prêt accordé au Trésor turc, l’AFD mobilisera également une subvention de 400.000 euros pour développer la coopération franco-turque sur la thématique forêt et climat. Cette coopération permettra de développer des échanges d’expérience, d’outils et de savoir-faire entre la Direction
Générale de la Forêt turque et l’Office National des Forêts français.

L’Ambassadeur de France S.E.M. Laurent Bili se félicite de la poursuite d’une coopération déjà riche entre les deux pays dans le secteur forestier avec la mise en place d’un nouveau programme qui permettra d’améliorer la gestion et la protection des forêts, de mieux suivre la contribution du secteur forestier à la lutte contre le changement climatique, de lutter contre l’érosion des sols et d’avoir un impact positif sur la biodiversité. Cette coopération est
particulièrement emblématique pour la France et la Turquie qui sont tous deux de grands pays forestiers du pourtour méditerranéen.

Il est prévu que la convention relative à ce programme de coopération technique financé par l’AFD soit signé d’ici la fin de l’année 2011 qui a d’ailleurs été déclarée année Internationale de la Forêt par les Nations Unies.

Enfin, rappelant qu’il s’agit du premier prêt souverain de l’AFD en Turquie, le directeur pays Laurent Duriez affirme : « La Turquie met en place un programme d’afforestation parmi les plus ambitieux au monde. Dans le cadre d’un développement croissant de notre partenariat avec les autorités centrales, ce premier prêt souverain permettra à l’AFD d’accompagner les autorités turques dans la lutte contre le changement climatique en appuyant la politique forestière nationale.

L’AFD, implantée en Turquie depuis 2005, est très active dans le domaine du climat, à travers notamment le financement de lignes de crédit à destination du secteur privé et de programmes sobres en carbone de municipalités turques. Le total des interventions du groupe dans le pays s’élève à plus d’un milliards d’Euros, dont plus de 600 millions d’Euros en faveur des projets contribuant à la lutte contre le changement climatique. »
