Objective

Quirimbas National Park (QNP) was officially created in June 2002. The park is located on the Mozambican coast, in the Cabo Delgado province, the most northern province of the country and one of the poorest. It covers 7.500 km² of land and 1.500 km² of marine areas. It also includes an historical and cultural center, Ibo Island, a former trading post from the Portuguese period.  
 
 

Project content

The project specifically focuses on three types of action:

  • protecting biodiversity by setting the physical infrastructure and the staffing of QNP, as well as a biodiversity monitoring mechanism,
  • improving living conditions for the local population by associating it in the benefits of the sustainable management of the park’s resources and tourism,
  • developing social, institutional and financial conditions to ensure the park’s long-term sustainability.

To meet these targets the project foresees the following activities:

  • inventories, studies, monitoring and evaluation on biodiversity,
  • creation of basic infrastructures of QNP (administrative buildings, entrances, boundary marking, etc.) as well as the purchasing of equipment required for the operating of the park,
  • recruitment, training and organization of park staff assigned to protection, biodiversity and community development,
  • support to communities for the development of activities compatible with the objectives of natural resources sustainable management (co-management of fisheries, etc.) and to reap the benefits of the development of tourism (community eco-tourism),
  • supervision and implementation of the business plan and spillovers from tourism for the park and the population, in particular by controlling the collection and allocation of revenues.   
 

Financing plan

Total project cost is €5.265M over 5 years. It is distributed between:

  • AFD for project investments, administration and monitoring,
  • the FFEM which bears the cost of activities relative to biodiversity conservation,
  • the Worldwide Fund for Nature – WWF – for the community development component (agriculture, aquaculture, etc.) and part of staff salaries and costs.
 
WWF is the operator and supports the QNP administration.

Expected outcomes

The park has huge potential in terms of biodiversity and tourism, in particular on the coastal area which should play a leading role for the economic development of the whole area. The effective management of this protected area will contribute to the protection of biodiversity of great value, as well as to the economic and social development of the local population, and beyond of the Province and of the country, thanks to the income generated by the improved management of fisheries resources and by tourism.
