Objective
Quirimbas National Park (QNP), both marine and terrestrial Natural Park, is located in the North of Mozambique, in Cabo Delgado Province, one of the poorest Province of the country. It was officially created in 2002 on request of its 94.000 inhabitants, in order to promote sustainable development, based on the preservation of ecosystems and natural resources.
 
FFEM, in collaboration with the World Wild Fund for Nature (WWF), the French Development Agency (AFD) and the Government of Mozambique, has supported the Park's development from 2004 to 2010. The main results obtained were the implementation of co-management mechanisms, a drastic decrease of illegal natural resources' exploration and an increase of agriculture yields, fish captures volumes and tourism benefits.
 
To consolidate the outputs of the first project, the park is to be supported by a second global project. Its general objective is the "maintenance of the integrity of the natural resources of the Quirimbas National Park for the benefit of local people in the context of climate change”. This global project has four specific objectives: (i) improve the socio-economic conditions of the local communities through the conservation of natural resources; (ii) set up an efficient management of the park; (iii) set up the basis for the sustainable financing of the park; (4) prepare the park’ ecosystems to the climate change.
 
The fourth objective is funded by FFEM through a project which aims at "Improving QNP ecosystems' resistance and resilience to climate change".
 
Project content
The project has four components:
 
Component 1 : Studies on climate change impact on critical ecosystems and development of adaptation strategy in terms of ecosystem management
 
Component 2 : Increasing marine ecosystems resilience to climate change through better management, enabling ecosystems to continue delivering services to local communities.
 
Component 3 : Increasing terrestrial ecosystems resilience to climate change through connectivity, enabling ecosystems to continue delivering services to local communities.
 
Component 4 : Revenues from conservation: payments for ecosystem services, namely REDD+ mechanism.
 
 
Financing Plan
 
Total budget for this 5-years project is 8,456 M Euros.
 
The budget of the FFEM project is 1 M Euros and it will fund only activities related to climate change and ecosystems adaptation. The other co-financers are AFD, WWF, Government of Mozambique and Park's own revenues.

The project owner is the Ministry of Tourism (MITUR) through its National Direction of Protected Areas (DNAC). WWF Mozambique, previously the project operator in the first phase, will provide technical assistance to the Quirimbas National Park in this new phase.
 
 
Expected outcomes
 
It can be expected that the project enable reinforcement of both marine and terrestrial ecosystems' resilience to CC, in order to decrease resources and population vulnerability.
 
Given that Mozambique is a pilot country for the implementation of climate change activities, it is expected that the FFEM project will have a leverage effect and will attract further technical and financial partners.
