Objective

The project's overall objective is to facilitate youth professional guidance and economic integration in Maputo and Beira, through a strengthening of partnership between vocational training actors and those from economic integration and support the implementation of the Mozambican Government policy.
 
More specifically, the aim of the project is:
  • to contribute to the improvement of poor community livelihoods of the surroundings of Maputo and Beira cities,
  • to contribute to the efforts of the Government of Mozambique and Maputo and Beira cities with regards to access to training and professional integration of unemployed young people.
 

Project content

Dealing with a young population (15-29 years-old) representing 27.5% of the total population (estimated to 20.2 million inhabitants in 2007) and despite a strong economic growth, Mozambique is facing unemployment of young people, especially in urban areas, which constitutes a major risk for social stability of the country.
 
In partnership with the International Labour office (ILO), ESSOR has realized in 2006 a study that highlights the main issues faced by young people in Mozambique: lack of information and poor access to vocational training, restricted employment market, predominance of informal sector and indecent work, weak partnerships between Community Based Organizations (CBO), training centres and enterprises, difficult access to self-employment support services.

Regarding these problems, ESSOR, in the framework of this project, is implementing a set of activities dedicated to the youth vocational guidance and integration from the ill-favoured outskirts of Maputo and Beira.
 

Financing plan

 
The project is financed by the French Ministry of Foreign and European Affairs (MAEE) and other private funds. The project management has been delegated to the French Development Agency (AFD), in the framework of the reform of MAEE plan for NGOs financing in early 2009.
 
The contracting entity responsible for the project is the NGO ESSOR, which is in charge of the implementation of activities, in tight partnership with INEFP (National Institute for employment and vocational training).

Expected outcomes

 
2.000 unemployed young people of Maputo and Beira cities are informed and guided about vocational training and employment, 900 have direct access to a vocational training and 450 are supported in their professional internship research.
 
Concrete measures are taken to facilitate professional insertion of 1.500 youth, among those, 400 benefit from self-employment support services and 50 new enterprises are created through the Business Incubator in Beira.
 
Project experiences are evaluated and capitalized and a strategy for the future is defined.
