Objective
The project's overall objective is to facilitate youth professional integration, access to the employment market and a fair remuneration through an adequate vocational training, individualised guidance and the mobilisation of interested stakeholders from the public, private and social sectors.
More specifically, the aim of the project is:
- to support and to accompany young people looking for their economic and professional integration in Maputo and Beira cities (youth individualised guidance in the seeking of job after completion of courses and technical internships, support to self-employment),
- to identify necessary conditions for adaptation to another context of the activities carried out within the framework of the project, and capitalise on the practices tried and thereby to facilitate its replication in other levels.
Project content
Mozambican Government policy as to training and employment is defined within the National Strategy for Training and Employment, for 2006-2015. This conveys, among other objectives, the development of self-employment initiatives and the strengthening of coordination between the training and the private sector stakeholders.
The French NGO ESSOR, operating long since in Mozambique, since 1997 it works in the area of vocational training and unemployed economic integration in the country (access to training, affectation offices). In partnership with the Ministry of Labour and the different training and private sector stakeholders, ESSOR has implemented recently an innovative instrument (the serviço UPA, which means "small scale") specifically directed to the youth (between 16 and 25 years old) vocational guidance and integration from the ill-favoured outskirts of Maputo and Beira.
The project financed by the AFD aims at strengthening and enlarging the UPA instrument, through:
⃘ the development of multi-service centres of nearness, i.e. fifteen counters established in the quarters of Maputo and Beira, allowing an individualised guidance of the youth in their different stages of integration,
⃘ a course of integration directed at the creation and the development of economic activities (access to financial and non-financial services, acquisition of kits of materials and tools for the starting of an activity),
⃘ the mobilization and implication of the different sector interested stakeholders (public institutions as the National Institute for Vocational Training and Employment - INEFP, training entities, companies, etc.) and the development of a strong partnership with the micro-finance institutions.
Financing Plan
The project is financed by the AFD in partnership with the European Union and the French Ministry of Foreign and European Affairs. The contracting entity responsible for the project is the Centro Francês de Solidariedade Internacional (CFSI), that coordinates similar programmes in other countries, and more specifically undertakes for implementing the capitalisation activities. The ESSOR is an entity delegated and in charge of activities carried out in Mozambique.

Expected outcomes
Allowing to improve and to adapt the offer in human resources to needs of the companies, this project will contribute to the reduction in the unemployment rate and at the same time it will facilitate the economic development. It will reduce social risks related to a high rate of youth unemployed as well as it will facilitate to ensure the revenues of the afore-mentioned vulnerable groups.
Moreover, it will facilitate the consolidation of the professional organisations as well as will contribute to the improvement of the training-integration instruments implemented by those institutions dedicated to the youth vocational training and employment.
Finally, the project will lead to a strengthened partnership between the different sectors’ stakeholders, public institutions, training centres, integration entrepreneurs, micro-finance organisation, etc.
