AFD's projects in China
AFD was originally authorised to work in China in 2003, with a mandate that limited their work to the Yunnan province, in the Greater Mekong Sub region. The first two AFD projects, co-financed with the Asian Development Bank, were part of this initial work (West Yunnan Roads and Dali-Lijiang Railway line construction). From 2004 onwards, AFD projects have fallen within the scope of the conservation of global public goods, aimed mainly at improving energy efficiency with a view to reducing greenhouse gas emissions in seven provinces in south-west China.

Wuhan - Rehabilitation of public buildings
AFD's financing a € 20 M loan to China for the rehabilitation of public buildings in Wuhan, the capital of Hubei province. The projet aims at reducing China's green house gases emissions trhough a better monitoring of energy consumption in buildings . Through successive phases, 30 administrative buildings belonging to Wuhan municipality will be refurbished, amounting to a total area of 624 000 m².
The rehabilitation programme will mainly concern office buildings, as well as Wuhan municipal librairy

Xiangyang small hydropower
AFD is financing in Xiangyang (Hubei province) a series of nine small hydropower stations of which 7 will be renovated, the 2 others will be built.

Rural carbon
AFD is granting a € 35 million sovereign loan to China for a two-components project in Yunnan province: (1) reforestation program ; (2) household biogas construction. This project will thus pursue 2 close complementary goals :
- the fighting against climate change (CO2 biological sequestration and rural carbon credits)
- the sustainable management of forests and soils
This loan is accompanied by a technical assistance program financed by French GEF (FFEM - Fond Français pour l’Environnement Mondial) to help implement rural carbon credits in cooperation with Chinese Ministry of Sciences and Technologies (MoST).

Green Credit Line 2nd Phase - Funding energy efficiency projects
AFD is providing € 120 million in the form of a sovereign loan to the Chinese Ministry of Finance. This second “green credit line” is devoted to financing energy efficiency projects. A technical assistance program is also provided to develop specific capacity within the banks and to boost green financing, thus contributing to the fight against climate change.

Chongqing Wuxi small hydropower (AFD loan: 32M€)
Project to build six small hydropower stations with regulating dams along the waterways in Dongxi and Xiaoxi. Total installed power will be 60 MW.

Energy efficiency credit lines (AFD loan: 60M€)
Program with three partner banks (Shanghai Pudong Development Bank, Huaxia Bank, China Merchants Bank) to help invest in renewable energies and energy efficiency in China.

Hydraulic Energy in Yichang – Hubei Province (AFD loan : 40M€)
Construction and refurbish of three micro hydropower projects in Yichang, leading to an annual production of 350 GWh and a reduction of CO2 emissions and carbon intensity in the Hubei province.

Wind Energy in Dali – Yunnan Province ( AFD loan: 30M€)
Construction of a wind farm in Dali with a total output of 30.6 MW (36 wind turbines of 850 kW), contributing to the enhancement of eco tourism in the region and aspires to promote synergies through decentralised Sino-French cooperation.

Desulfurization of the Laibin B Thermal Power Plant (AFD loan: 14M€)
Project of desulfurization of the Laibin B Coal-fired Power Plant, located in Laibin City of Guangxi Zhuang Autonomous Region.

Post-quake reconstruction project - Sichuan Province (AFD loan: 200M$)
Financing of post-quake reconstruction in devastated areas of Sichuan Province with two components: 150 Ms $ for infrastructure facilities recovery and 50 Ms $ for individual biogas digesters.

Xianggui railway line (AFD loan: 80M€)
Project of construction of a 530km section bewteen Hengyang and Liuzhou of the railway line Xianggui, which goes from Hengyang (Hunan province) to the Vietnamese border.

West Yunnan Roads (AFD loan: 35M€)
Project to build 77 km of dual carriageway toll motorway between Baoshan and Longling (Yunnan Province) and to upgrade 294 km of secondary roads with supply of maintenance equipment.

Dali-Lijiang Railway line Construction (AFD loan: 33.5M€)
Project to build a railway line (166 km single track) between Dali and Lijiang in western Yunnan.

Electrification Luo-Zhang railway line (AFD loan: 80M€)
Project to electrify and improve signalling on 925 km of railway line between Luoyang and Zhangjiajie.
