27,10,2011 - The French Development Agency (AFD) has signed its first credit facility agreement with the Turkish Treasury

The French Development Agency (AFD) has signed its first credit facility agreement with the Turkish Treasury. This loan of 150 million Euro aims to support the activities of the General directorate of Forestry in the areas of forest management, afforestation and erosion control.

24.10.2011 - AFD and the Regional Environmental Center (REC) organize a Seminar on « Steering sustainable cities »

 Half of the world’s population is now living in cities and the number is rapidly growing. Cities are nowadays responsible for up to 75% of global CO2 emissions. In addition, cities are very vulnerable to severe weather events and these events affect local communities as well as the authority’s assets and capacity to deliver services. Facing this situation, AFD is organizing a Seminar in partnership with the Regional Environmental Center on November the 15th in Istanbul.

08.06.2011 - Restitution work-shop about the Climate Change Action Plan for Gaziantep

The Metroplitan Municipality of Gaziantep, with the support of the French Development Agency (AFD), has organized a restitution work-shop about the the Climate Change Action Plan (CCAP) study the 8th of June 2011. This particularly innovating study in Turkey was presented to an audience of approximatively 50 people among whom elected representatives, academcians, representatives of various public institutions, and firms, and the UNDP were present. The final result of the study will allow the city to define its priorities to struggle climate change and to build an action and investment plan for a sustainable urban development with the outcome of the discussions during the work-shop.
The study was entrusted to a group composed by the french firm ICE, the turkish office Mavi, and the University of Gaziantep in the context of the partnership signed between Gaziantep and AFD in 2010. By moving to the next step in the implementation of the local climate change action plan, Gaziantep’s ambition is to become a model for other turkish cities and for the region carrying out voluntarist policies in tackling climate change on a local level. Thus Gaziantep will take part in the international panel of cities which will present their experiences on this topic on the occasion of the Seminar about the Sustainable City organized by AFD in Istanbul in November 2011.

05.04.2011 - PROPARCO and EnerjiSA sign €40m loan agreement

PROPARCO, AFD’s private sector financing arm, has signed a €40m loan agreement with the Turkish power company EnerjiSA to finance the second phase of its investment program.

24.03.2011 - Halkbank allocates €100 million to energy efficiency and renewable energy investments

Halkbank has signed a loan protocol with the French Development Agency (AFD) for a €100 million credit line. The credit line, 12-year maturity with a four-year grace period, will be extended to SMEs for financing of energy efficiency and renewable energy investments. In addition to providing loans, Halkbank will offer free technical consultancy services to SMEs with regard to their investments. With the signing of this protocol, the total amount of credit secured by Halkbank from the AFD since 2006 has reached €230 million.

09.12.2010 - Isbank signed a 50 million euro loan agreement with PROPARCO, the private sector window of the French Development Agency (AFD)

On December 9th 2010, within the framework of bilateral cooperation between France and Turkey, Isbank has signed a loan agreement of € 50 million with PROPARCO. The ceremony was hosted in Paris. Isbank was represented by Mr. A. Aykut Demiray, its Deputy Chief Executive Officer and Mr. Yılmaz Ertürk, Division Head, and PROPARCO was represented by Etienne Viard, its Chief Executive Officer.

The loan provided from PROPARCO will enable Isbank to provide long term financings with suitable conditions to support investments of its SME and corporate customers. It will be dedicated mainly to the financing of energy efficiency and renewable energy investments. Carbon dioxide emissions reduction achieved will be monitored.

By acting as an intermediary for PROPARCO loans, Isbank will play an important role for stimulating energy efficiency and renewable energy investments of enterprises.

07.10.2010 - Analyze the greenhouse gas emissions caused by development projects

AFD measures the impact of the projects it finances in the framework of its commitments to combat climate change. To achieve this, it has adopted a series of simplified tools to analyze the greenhouse gas emissions caused by development projects. The aim is to allow the managers of projects financed by AFD to analyze their carbon content and consequently get a better understanding of projects by quantifying their greenhouse gas emissions.

23.09.2010 - TEB sign a loan agreement of EUR 50 million with the AFD to support energy efficiency investments by SMEs and low carbon technologies in Turkey

On September 23rd 2010, within the framework of bilateral cooperation between France and Turkey, Türk Ekonomi Bankasi (TEB) has signed a loan agreement of € 50 million with the French Development Agency (AFD). The ceremony was hosted at Palais de France in Istanbul by French Ambassador to Turkey S.E. Bernard Emié. TEB was represented by Mr. Varol Civil its Chief Executive Officer and AFD by Ms Aude Flogny-Catisse its Paris head of financial and private sector activities.

The loan provided from AFD will enable TEB to provide long term financings with suitable conditions to support environment-friendly investments of its SME and corporate customers as well as of municipalities and their subsidiaries. The loan amount will be dedicated mainly to the financing of energy efficiency and renewable energy investments of TEB’s SMEs clients. The agreement also includes specific technical assistance and training program to develop awareness around energy efficiency and renewable energy and to support TEB’s customers in this regard. Carbon dioxide emissions reduction as well as energy saving achieved will be monitored.

02.07.2010 - TEB sign a loan agreement of EUR 50 million with the AFD to support energy efficiency investments by SMEs and low carbon technologies in Turkey

As part of the collaboration between the city of Gaziantep and AFD, our two institutions have decided to launch a joint study to build a territorial climate plan (PECT) for this city in south-eastern Turkey. Based on the method ADEME, PECT is an opportunity to support the town in the fight against climate change but also to highlight the French expertise in environmental matters. This project is particularly symbolic as it will be the first action plan for environmental protection carried out in a Turkish city. 

This study was financed by the Municipality of Gaziantep and AFD, a partnership agreement was signed July 2, 2010 by the Mayor Mr. Asim GÜZELBEY and the Director of Istanbul Agency Mr Laurent Duriez . The Mayor has from the beginning of the discussions actively supported this project, which proved crucial to its success.

11.06.2010 - Belen Elektrik signed with Proparco a 11.5 million euros loan agreeement for the financing of a 30 MW wind farm

Belen Elektrik, a firm of the Guris group, and Proparco, the private sector subsidiary of the French Development Agency (AFD) group, signed today a long term loan agreement of 11.5 million euros for the financing, alongside other banks, of a 30 MW wind farm in Belen, Hatay, in the south east of Turkey.

The Belen project will contribute to increase the renewable energy production capacity of Turkey in the context of a growing demand. Green house gas emissions that will be saved through this project are estimated to be 60 000 tCO2eq per year. The Belen project has been certified “Gold Standard”, a high quality carbon credit label that has already allowed the company to sell, further than electricity, Verified Emission Reductions (VERs) on the carbon voluntary market.

02.06.2010 - Mr Bernard Emie, Ambassador of France in Turkey met with NGOs in Diyarbakir

Frech Ambassador to Turkey Mr Emie, Counsellor Economic Pierre Coste, Director of the French Development Agency, Mr Laurent Duriez and his delegation  met with the of NGOs from Diyarbakır (NGOs), the Chamber of Commerce and Industry in Diyarbakir (DTSO). The French delegation hosted by the delegation formed by President Galip Ensarioğlu and the presidents of DİSİAD, GÜNSİAD, STOCK TRADING, and OSGIAD MUSIAD, was briefed on the economy of the region.

01.04.2010 - Gaziantep, the leading local climate plan in Turkey

As part of its support to the municipal sector in Turkey, AFD began working with the Metropolitan Municipality of Gaziantep, sixth city of Turkey. The city, located 135 km from Alep and a regional capital for the great southern Turkey, has a dynamic economy growth through in trade with neighboring countries.

Based on the willingness of municipal teams to be at the forefront of the fight against climate change, the AFD has implemented a pilot project in the development of a Regional Climate Plan in accordance with the methodology of Agency of Environment and Energy Management (ADEME).

Through the regional influence of the Municipality, the AFD is hoped that this approach could encourage other cities of Turkey develop real strategies to reduce emissions of greenhouse gas emissions across their territory. The approach has received support from the Turkish Ministry of Environment and Forests, which has invited a delegation from Gaziantep to tender their shares in favor of the environment during a side event of the conference on climate change "COP 16 to be held in Cancun from 29 November to 10 December 2010. AFD has financed the study support the involvement of Gaziantep also attend this side event.
