Union for the Mediterranean (UfM)
AFD’s contribution to core UfM initiatives
The Union for the Mediterranean gathers 27
European Union member countries and all the countries from around the Mediterranean. It aims to be partnership-based and to develop a concrete approach to solidarity among all the relevant States via projects based on six “core initiatives” (1 to 6) set out in the Annex to the Paris Declaration of 13th July 2008, to which France suggests adding three additional areas (7 to 9):
- Depollution of the Mediterranean (“Horizon 2020 Initiative”);
- Sea highways and road highways;
- Replacement energies (Mediterranean Solar Plan);
- Business development (including vocational training) ;
- Education and research, Euro-Mediterranean university;
- Civil protection (fight against climate change…);
- Sustainable water management in the Mediterranean;
- Agriculture and food security;
- Sustainable cities and urban transport.
On the basis of the currently identified portfolio, AFD’s 2009-2011 Business Plan for the Mediterranean (excluding Proparco) could break down into these 9 topic areas as follows:
When PROPARCO’s activity is included, the share for “business support” accounts for almost 20% of Group commitments.
