In this section, you will find helpful methodological aids for defining and implementing PRCC projects.
Who the PRCC is aimed at: the diverse actors involved in supporting the private sector
Who the PRCC is aimed at: the diverse actors involved in supporting the private sector. There are many possible actors who can be involved in PRCC projects. So there is no standard organisational approach for the Maîtrise d’ouvrage of a PRCC project. However, being familiar with the various types of structures (public, private, intermediary organisations in the private sector, etc.) can help to define the most suitable operational mode from the outset of the project.
Defining the roles for a PRCC project (MO, MOA, MOE, etc.)
One of the key elements to a successful project is the clear definition of the roles of the various actors from the very outset of the project and in the contractual agreement. Here, you will find some tips for properly defining the most common roles, namely the Maîtrise d’Ouvrage (MOA), the Maîtrise d’œuvre (MOE), the Maîtrise d’Ouvrage Déléguée (MOAD) and the Accompagnement à la Maîtrise d’Ouvrage (AMOA)
Organising Invitations to Tender for a PRCC project
The markets funded by the PRCC are subject to local regulations and to the procurement codes of AFD. For a project requiring the purchase of labour or service provision, the Maîtrise d’Ouvrage must therefore organise an Invitation to Tender, while AFD will provide notices of consent.
These elements are supplemented by helpful tools which can be downloaded from the ‘Tool-box’ section.
‘Project Presentation Document’ model for PRCC projects
If you have a project to propose to AFD as part of the trade capacity building program (PRCC), you can use this file to provide AFD and the relevant economic departments with a ‘Project Presentation Document’ which contains the necessary information to define your project.
