La crise de 2009 en Guadeloupe : le rôle des statistiques dans le dialogue social
The social movement that occured in Guadeloupe in 2009, led by Liyannaj Kont’ Pwofitasyon (LKP), led to a 44-day long strike. The main claim was an increase of the purchasing power. LKP's demands aimed at a decrease of the prices, as well as an increase of salaries and more transparency on prices formation. Several enconomical and statistical analyses were thus launched to better understand prices formation and the differences existing with those in Metropolitan France.
What role(s) did these technical studies play in the social dialogue and negociations between the social and political players since 2009? How did an answer to the crisis emerge around these "expert" approaches? Such are the questions to which this study tries to bring some answers.
Access to Water and Militant Uses of the Right - Case study in Soweto
At the end of Apartheid (1994), a priority of the newly formed ANC Government is to abolish inequalities by facilitating the access to basic services. The right to water, as expressed in the new Constitution, becomes one of the priorities. In 2003, the City of Johannesburg launches the Operation Gcin'amanzi (OGA) project in its largest township: Soweto. Three years later, the « Mazibuko » affair is judged, after some inhabitants, supported by NGOs and a lawyer, sued the city to court.
The affair is related to two specificities of the project: the prepaid meters system and the free water policy, which provides an unsufficient volume. This book provides the details of this project, and the consecutive affair. By studying the impacts of a militant usage of right on the municipal water policy, it helps better understand the potential effects of the right to water, and all other social rights.

For an official presentation of the project, listen to Ntshaveni Mukwevho, General Manager of Johannesburg Water, the public company that manages water in South Africa’s economic capital. He is in charge of a project in Soweto financed by AFD. It involves installing water meters with a pre-payment system, repairing the many leaks on a now dilapidated network and raising users’ awareness of how to make better use of water.
The Operation "Gcin'amanzi" (Zulu for "water conservation") in Soweto is one of the ocuntry's most ambitious water-related projects. In post-apartheid South Africa the project was essential. Since the fall of the segregationist regime the country has been forging its new identity, navigating between economic imperatives and the vast social inequalities that threaten to undermine the new South African society. Public services such as water, electricity, housing and transport are prime concerns.
La situation foncière en Afrique à l’horizon 2050
This study was conducted in the framework of the Africa 2050 project. Launched in 2009 by AFD and the World Bank, this research program explores systematically the main sectors and crucial challenges for the future of African countries within 2050.
A late demogarphic transition, an increasing pressure on the land, a complex implementation of a land governance and a sustainable management of natural ressources...are amongst the challenges related to land in Sub-Saharan Africa. In the future, will the farmers face as many ficulties to live on their land? And will the urban population find it increasingly difficult to get decent housing?
This study tries to bring some answers to these crucial questions, and others, based on the analysis of the past and current trends in land usage in Sub-Saharan Africa.
La réhabilitation énergétique des bâtiments – Enjeux et méthodes
Available in French only
Based on a 3-year long study undertaken in Chinese Hubei Province by AFD and Ademe, this document details the approach chosen in the field of existing buildings' energy efficient rehabilitations.
