Official development assistance is supported by rules defined by developers which must be implemented by recipients. This “project logic” aims to guarantee the effectiveness of the development mission and thus the sustainability of committed investments. But it also places methods, which are sometimes considered arbitrary, before participative action – collaboration – with local stakeholders. Consequently, how can concerted action and a management framework to meet the expectations of all stakeholders be defined?

Why does France invest in access to drinking water in Mali? Does this support to Mali’s economic development help to regulate immigration in France? Should these nationals not provide additional income for their relations who have stayed in the Sahel so that they can pay for water? Moreover, does development aid not also obstruct direct and democratic relations between the population and locally-elected representatives?
Reading 6: The distribution of standpipes - 7'34"
A municipality with 2 000 inhabitants will have access to four standpipes in the framework of a project designed by the State of Mali and financed by AFD. The population must choose the fairest locations with the support of a technical project team which makes sure negotiations go well.
