Building against the Tides
The video “Building against the Tides” looks back at a decade of operations to rehabilitate the Prey Nup polders in Cambodia. The operation, located in Sihanoukville Province, was financed by Agence française de développement (AFD) between 1998 and 2008. It helped protect 10 500 hectares of farmland and reached some 50 000 people. The project came to completion in February 2008 with the signing of a framework agreement between the Ministry of Water Resources and Meteorology (MWRM), the users’ community (PUC), and local authorities.
The film is in French and lasts approximately 58 minutes. It was made as part of an evaluation/capitalisation process. The use of video to evaluate the "Building against the Tides” project provided a lively way to conduct the exercise of evaluating a completed project, and gave stakeholders the opportunity to express their views. It also helped enhance the dissemination of the results of the project evaluation to the different publics interested in how development operations are implemented.
The film is divided into chapters. The film is also available on DVD. The latter includes both the film and “spotlights” (excerpts from filmed interviews) which have been divided into 8 additional chapters. Finally, the pack contains a booklet presenting the different points of views of players involved in either the film or the project itself.
There is one remaining question that AFD wishes to ask the viewer: “Can a video-based evaluation constitute a truly autonomous evaluation and be as legitimate as a written report?”. You may perhaps like to think about this question once you have seen the video: we hope you enjoy the film…
