The Evaluation and Knowledge Development Unit (RCH/EVA) is responsible for conducting evaluations in line with these objectives, and in particular for: (i) defining evaluation methods and the quality assurance process for evaluations conducted on completion of AFD financing; (ii) producing impact analyses of some of the projects, programmes and policies that AFD supports; (iii) managing overall or strategic evaluations; (iv) carrying out meta-evaluations and developing a knowledge base on specific topics.
The evaluation process at AFD has two main objectives, in accordance with the guidelines set by the OECD Development Assistance Committee (DAC) :
- to draw lessons from the past in order to improve future aid policies, programmes and projects;
- to serve as the basis for accountability, including with respect to the public.

Conférence : Secteur forestier dans les pays du Bassin du Congo : 20 ans des interventions de l'AFD
Le département de la Recherche de l’AFD et sa division Evaluation, ainsi que le Fonds Français pour l’Environnement Mondial (FFEM) ont organisé une conférence - débat sur le secteur forestier dans le bassin du Congo. Cette conférence a eu lieu jeudi 6 octobre 2011 à 14h00 au siège de l'AFD : 5 rue Roland Barthes, Paris 12e en salle Jacques Alliot.
Cette conférence s’est articulée autour de la restitution des résultats de deux évaluations :

Les actions du FFEM pour conserver la biodiversité

Les débats ont été modérés par le Professeur Willy Delvingt de l'Université de Liège, Belgique.
Dans le cadre de l’année internationale des Forêts, l'apport de ces résultats contribuent à préciser l’approche politique française, notamment pour l’actualisation du livre blanc sur les forêts tropicales.
Analyse des déterminants de la demande de services financiers dans le Maroc rural
Cette étude s’inscrit en complémentarité des travaux de l’équipe Innovations for Poverty Action (IPA) / The Abdul Latif Jameel Poverty Action Lab (J-PAL).
Profitant du début de déploiement des activités d’Al Amana en milieu rural, l’objectif de l’étude IPA/J-PAL, initiée en 2006, était de mesurer quantitativement les impacts économiques du microcrédit en milieu rural enclavé.
5th NONIE Meeting: Network of Networks on Impact Evaluations
AFD has organized the 5th NONIE meeting on 28th and 29th March. The event, which gathered over a hundred donors, evaluators and researchers on the topic of impact evaluations, will be held at the Etoile St Honoré Conference Center, 21/25 rue Balzac, Paris 8.
The following topics were addressed (in English only):
- Appropriateness between development interventions, evaluation questions and methods
- Impact evaluation supply and demand in Sub-Saharan Africa
- Initial feedback from donors on impact evaluations
- Initial feedback from NGOs on impact evaluations
- Meta-analyses and synthetic reviews of results
- The use of impact evaluations by public decision-makers
- Case studies or meta-analyses will be presented on the following topics: microfinance; agriculture and nutrition; social safety nets.
