Palestine, with an average of 70 liters of water per inhabitant and per day faces water scarcity. This situation is strengthened by a complex geopolitical context which prevents the Palestinian Authority to have control on its own water resource. The Connection Points project aims at financing several parts of the Palestinian bulk water system, which will, in long-term, facilitate the transfer of water to all parts of the West Bank. The first phase of this project is located in Abud area, in the Ramallah Governorate.
Context

The water sector situation in Palestine is unlike any other due to the geopolitical context and the misallocation of water resources in the region.This precarious situation is exacerbated by climate change and poor quality of water supply infrastructures and services.

As a result, Palestinians have only access to an average of 70 liters of water per inhabitant and per day when the World Health Organization recommends a minimum of 100 liters. Water availability is a challenge for the Palestinian Authority and in the short term, buying and receiving water from Israel is the only option. To do so, the Palestinian Authority has to upgrade its bulk water system.

Description

The objective of this project is the reinforcement of the Palestinian bulk water system in Ramallah Governorate in order to get, transfer and distribute additional drinking water coming from Israel. For these quantities, a new water purchase agreement between the Israeli government and the PA is under negotiation.

The project has several components:

  • 1 - A works component with the following key objectives:
    • Extend and upgrade the bulk water system,
    • Increase the water storage capacity at regional level.
  • 2 - A technical assistance component to support the PWA in the implementation of the project.
Impacts

In Ramallah Governorate, the project will increase water quantities from 60 to 100 liters per capita per day, which will improve Palestinians’ living conditions in this area.

This will further contributes to the sedentarization of population and to its resilience in a challenging political and climatic context.
