This document is the main report of a study carried out by the Centre for EU Studies (CEUS), Ghent University, and commissioned by the Practitioners’ Network for European development cooperation in 2017. This study explores the challenges and opportunities to coordination in situations of crisis and fragility, allowing to formulate recommendations for EU actors involved. It builds on an extensive literature review and desk-based research complemented by field research in Niger, DRC, Haiti and Palestine.
