Procurement guidelines for AFD-financed contracts in foreign countries

The Guidelines are the reference document for the procurement of AFD-financed contracts. Their objective is to highlight the principles, requirements, and rules of procedures AFD requires in the framework of contracts procured under its financing in foreign countries. This document applies in addition to the laws and regulations applicable to the authority procuring the contract. These guidelines help ensure the best use of funds granted by AFD, on the basis of international good practices.

The version of the Guidelines currently in force is that dated February 2024. Previous versions of the Guidelines may apply to the use of AFD funds granted in the past, according to the corresponding financing agreements. Those previous versions are also available on this website.

Section 1 – The general framework
Section 2 – The types of competition
Section 3 – The requirements applicable to the procurement of AFD-financed Contracts
Section 4 – Procurement of works, plants, equipment, goods and non-consulting services
Section 5 – Procurement of consulting services

A Statement of integrity, eligibility and environmental and social responsibility is appended to the Procurement Guidelines for inclusion in all procurement documents and contracts financed by AFD. It sets out all the eligibility and exclusion criteria as well as AFD's requirements applicable to bidders and signatories of AFD-financed contracts.

Another annex sets out the minimum contents expected in the evaluation reports of bids or proposals received for the procurement of AFD-financed contracts in foreign countries.
