Territorial and Ecological Transition Strategy 2020-2024

Rural development and urban development are closely intertwined, being interdependent and complementary. It was thus time to initiate a joint reflection, taking account of each territory's specific characteristics, and find concrete solutions to bridge the increasing territorial divides and strengthen cohesion.

Building on three priority areas of intervention – improve living conditions for all and foster harmonious coexistence, enhance the attractiveness of territories for shared prosperity, and build ecological and resilient territories -, the Territorial and Ecological Transition Strategy commits to financing green and inclusive territories. It sets out a whole range of sectoral and cross-cutting objectives, the foremost being to double biodiversity finance, which will increase from half a billion euros in 2020 to 1 billion in 2025.
