Crisis and post-crisis calls for projects (APCC)

The crisis and post-crisis calls for projects (APCC) program is used to co-develop projects with French and international CSOs and nonprofit organizations based on specifications set by AFD to address fragile situations in the best way possible.
Objectives
- Fund projects designed to stimulate the economy or provide essential services in crisis, post-crisis, or natural disaster situations
- Support resilience, social cohesion, and rebuilding efforts in affected areas
- Promote the empowerment of vulnerable populations, and especially women and young people, in areas affected by conflicts or crisis
Am I eligible?
APCCs round out other CSO funding tools of the Ministry for Europe and Foreign Affairs (Emergency Humanitarian Fund available through the Crisis and Support Center) and AFD.
A diversified approach to partnerships between international and local CSOs and the public authorities in partner countries is encouraged to ensure an agile, timely, and context-appropriate response to needs.
This program supports initiatives in countries that have experienced a crisis or natural disaster within the previous 12 months with a view to providing solutions to these situations or supporting crisis recovery.

This is the amount of funding provided by the APCC program since 2013 to international CSOs (often through consortia) and local CSOs. While APCCs are open to international CSOs, these calls for projects have mainly benefited French CSOs, which are able to lend their expertise, share knowledge of the affected areas, and leverage their solid relationships with local partners.

How it works: Projects are developed in conjunction with French and international CSOs or other nonprofit organizations
Eligibility criteria: Countries having experienced a crisis or natural disaster within the previous 12 months, or which are currently in a chronic or protracted crisis situation. APCCs can also be launched in areas that are not covered by the Minka initiatives.
Conditions: Funding is attributed based on detailed specifications, with projects selected according to impact, relevance, and feasibility criteria.
Application process:
- Calls for projects are published on our website.
- Applicants must submit a detailed proposal that meets the specifications as outlined in the APCC.
- Projects are selected after assessment by a committee.
APCCs have often been funded by delegated funds from the European Union, such as the European Union Emergency Trust Fund for Africa (EUTF for Africa) and the EU Regional Trust Fund in response to the Syrian crisis (EUTF Syria – Madad). They are now also funded by the Minka Peace and Resilience Fund.
