Overseas France Fund: supporting public engineering in the French Overseas Territories

The Overseas France Fund (FOM) assists the French Overseas Territories with the implementation of structural projects and their public policies.
Objective
Support technical and managerial capacity building for public contracting authorities in the French Overseas Territories to assist them with their investment projects.
Am I eligible?
In a French Overseas Territory, you represent:
- A local authority or a group of local authorities (Etablissements Publics de Coopération Intercommunale – EPCI)
- A local public enterprise
- A majority public company
- A social and intermediate housing organization
- A local or national public institution or a healthcare institution
- A Chamber of Commerce
Or you are:
- A civil society party or a party in the social and solidarity economy (SSE)
- A stakeholder in the medical-social sector
- A State-approved party and/or with a public service mission

- Up to 100% of the need financed
- In partnership with ADEME (the French ecological transition agency), FOM finances, for example, the Program for Energy Efficiency in Buildings (PEEB)
220 projects
Since the creation of the Overseas France Fund in 2020, 220 projects have been approved by the FOM Steering Committee for a total of €37 million.

Eligible projects: Capacity building projects and technical and financial engineering projects to support contracting authorities in the French Overseas Territories, related to issues on public, energy and environmental infrastructure (implementation of convergence and transformation contracts and State-local authority contracts.)
Mobilization of the funds: Following approval by the Prefecture or High Commission, then by the Directorate-General for Overseas France (DGOM)
A Steering Committee is responsible for the Fund’s governance. It is composed of managers from the French Ministry of the Overseas (DGOM)and AFD. Its role is to:
- Validate the eligibility criteria for financing requests (and develop them, where necessary)
- Define the financing priorities
- Supervise the allocation of resources
