Minka: an instrument for peace and resilience
Dedicated to preventing and responding to crises and violent conflict, Minka finances projects before, during, and after crises in countries that are priorities for French foreign policy.
Objectives
AFD takes action before, during and after to:
• Build the resilience of institutions and populations affected by crises;
• Improve the living conditions of populations vulnerable to violent conflicts;
• Promote social cohesion for lasting peace.
Am I eligible?
You are leading a project to promote peace and resilience in a country vulnerable to crises and violent conflicts.
Your program aims to:
• Build the capacities of institutions and populations affected by crises and violent conflicts;
• Ensure fair and equitable access to essential resources, services, and economic opportunities;
• Improve governance in the provision of basic services and equitable resource distribution;
• Foster social cohesion by promoting cooperation, developing networks, and rebuilding trust between communities.
Where relevant to the local context, your project places particular emphasis on:
• Defending the rights of women and children in crisis zones and combating all forms of violence, particularly gender-based violence,
• Meeting the specific needs of displaced and host populations.
You represent:
• A government or public institution
• An NGO (whether international, French or local)
• An international organization
• A public or private sector company

Advantages
• A “conflict-sensitive” intervention methodology for regions vulnerable to crises and violent conflicts;
• A two-phased approach: meeting the priority needs of partners and populations while preparing the deployment of long-term solutions;

Since 2017, the Minka instrument has supported more than 3.1 million beneficiaries.

• Understand the local context of the project;
• Analyze the project's interactions with its environment:
• Adapt the project in order to “do no harm”, based on a monitoring and evaluation system tailored to the local area and a flexible operational strategy;
• Maximize the project’s positive impact on promoting peace and resilience;
• Support the Humanitarian-Development-Peace Nexus;
• Strengthen local institutions and national policies.
