This project supports the start of operation of the Medical Research and Care Center in Mosul University. It aims at providing diagnostic and specialized healthcare services, which are currently unavailable for the population, and enhance medical training towards national excellence.
Context
Mosul and its health infrastructure were seriously damaged by Daesh occupation after 2014 and the liberation war in 2016-2017. Despite reconstruction efforts, the most elaborate diagnostic and healthcare services are still missing in Mosul, second largest city of the country, and require a trip to Baghdad or Erbil.
Description
The Center was completed in 2014 but has never opened. Therefore, the first component of the project will deal with the Center’s building and equipment rehabilitation. The second component provides the technical assistance to support the governance and economic model definition as well as the Center’s technical capabilities. Several French expertise will be mobilized for this project which will hence contribute to the reinforcement of cooperation with France, as well as the reconstruction of Mosul.
Impacts
Priority is given to the quick launch of clinics, day care and laboratory analyses. The project will then support the gradual opening of specialized units (cardiology, endoscopy, urology and nephrology, neurology, radiology, oncology...) in pursuit of excellence and international standards. The purpose of the project is also to develop a technical and scientific cooperation with French institutions, which will benefit both teachers and students of Mosul University. Finally, the project will prepare a second development phase for the Center on the medium term in order to become a full referral University Medical Center.

Progress depends on prevention systems to reduce health risks, universal access to health coverage and services, investment in research and development of vaccines and medicines, and stronger risk-management capacities in developing countries.
