Our mission

AFD Group, which comprises Agence Française de Développement (AFD), Proparco and Expertise France, is responsible for implementing the international partnership policy set by the French authorities. It promotes the guidelines set by France’s 2021 Programming Act on Inclusive Development and Combating Global Inequalities, as well as those set in 2025 by the Presidential Council for International Partnerships (CPPI), the Interministerial Committee for International Cooperation and Development (CICID), and the Interministerial Committee for Overseas France (CIOM) in 2023. AFD Group aims to forge positive ties between France and anyone wishing to collaborate with the country.

AFD Group’s mandate must fulfill a dual agenda: combating poverty and inequality, and preserving common goods, such as the climate, biodiversity, and global health. This is why we promote solidarity-driven and sustainable investments beyond our borders, in the least developed and vulnerable countries, in middle-income countries, and in French Overseas Territories.

We must deliver this dual mandate in a context of growing geopolitical rivalries, all at a time when the world is learning how to manage, together, the shared and existential challenges we face.
