Agence Française de Développement Chief Executive Officer rounds out executive leadership team

Agence Française de Développement (AFD) Group announces the appointments of Laurence Breton-Moyet, Quiterie Pincent, and Mathieu Vasseur to its Executive Committee. Christophe Lecourtier, Chief Executive Officer of AFD Group since May 2026, is completing his executive leadership team by drawing on talent with diverse backgrounds and experience, all from within AFD Group. These appointments significantly strengthen the representation of women on the Executive Committee, increasing their share to 40%, and reflect AFD Group’s strong commitment to gender equality.
Laurence Breton-Moyet appointed Executive Director of AFD Group Campus, effective 24 August 2026
Laurence Breton-Moyet returns to AFD Group after serving as Chief Executive Officer of the European Climate Foundation from 2021 to 2026. She first joined AFD in 2004 and held a series of leadership positions in France and internationally, including as head of the regional office for Mauritius and Seychelles, Director of the Sustainable Development Department, and Executive Director for Operations and Strategy, Partnerships, and Communication.
Before joining AFD, she held various positions at the World Bank, Lyonnaise des Eaux, and Électricité de France (EDF). She graduated as an engineer from École nationale des ponts et chaussées and also holds a Specialized Master’s degree in Media, Communication and New Technologies from ESCP Business School.

Quiterie Pincent appointed Executive Director for Resource Mobilization, Partnerships and Communication, effective 6 July 2026
After beginning her career at the French Ministry for Europe and Foreign Affairs, Quiterie Pincent joined AFD in 2007, where she developed partnerships with civil society organizations, particularly in France, before taking on responsibilities in the health sector. She later held geographic management positions, notably covering the Middle East, before serving as Country Director in Cuba from 2018 and in Morocco from 2022. In September 2025, she was appointed Deputy Executive Director of the Sustainable Development Solutions Department.
A graduate of Sciences Po, she also holds a master’s degree in political anthropology from Université Paris VIII.

Mathieu Vasseur appointed Executive Director for Geographic Operations, effective 13 July 2026
Mathieu Vasseur joined AFD in 2003. He initially held operational positions in mainland France and the French overseas territories before taking on international assignments, particularly in Africa and the Mediterranean. In 2019, he established and led the North Africa Regional Department before becoming Regional Director for “Enlargement and the European Neighborhood” in 2023, overseeing AFD’s operations in Türkiye, the Western Balkans, the Caucasus, and Central Asia.
A graduate of École normale supérieure Paris-Saclay, Mathieu Vasseur earned the agrégation, France’s competitive teaching qualification, in economics and management. He also completed the Advanced European Studies Program at the Institut national du service public (INSP), formerly École nationale d’administration (ENA).
