This new support from AFD deals with two components that are part of a common operational purpose: the resilience of the Palestinian Territories. It is a matter of continuing the efforts of territorial cohesion in Palestine and of promoting the local economic development in Jericho.
Context
Competent in many related fields in managing the public services (roads, water, sanitation, transport, waste) and administrative & regulatory functions, Palestinian municipalities are facing major financing issues constrained by unsustainable macroeconomic conditions. The creation of the Municipal Development and Lending Fund (MDLF) and the launch of the Municipal Development Program (MDP) in 2010 aim at strengthening the state’s apparatus for the cohesion of the Palestinian Territories, municipal management and Investments capacities. The performant based grants mechanism is now recognized by all municipalities and donors. While the regular allocations of MDP are a part of a long-term institutional construction approach, they cannot finance neither large-scale projects of regional development of the territory nor local economic development
Description
This project has two different components: The contribution of the amount of 4 Million Euros to the Municipal Development Program (MDP). This is the sixth Donation Fund contributed by the AFD which serves the investment and streghthens the municipal’s capacities in the West Bank and Gaza (approximately 136 municipalities); Financing a project in Jericho with the amount of 6.2 Million Euros consisting in the renovation of the municipal’s facilities according to urban regeneration and local economic development, that is (i) relocation and construction of the municipal’s slaughterhouse (ii) relocation and construction of the municipal’s garage; and (iii) extension of the public garden « Spanish garden», established in 1997. This project was accompanied in 2016 by the Urban Projects Funding Initiative (UPFI), a program co-piloted by the AFD and the European Investment Bank (EIB) under the aegis of the Union for the Mediterranean.
