ODA and beyond: The case of the AFD Group

For over 50 years, Official Development Assistance (ODA) has been a cornerstone of international solidarity, delivering major development gains. Yet its framework now appears incomplete amid evolving financial flows and challenges. Drawing on AFD Group’s experience, this document calls for a broader perspective that highlights the complementarity of financing instruments and the need for alignment with partner countries’ priorities and the Sustainable Development Goals (SDGs).
The document is structured around three complementary sections: “ODA in perspective: a broader view of financial flows”; the ‘AFD value’ from the perspective of partner countries”; and “Strengthening impacts based on national priorities and the full range of financial instruments: three country case studies”.
