AFD Group at COP 16

The 16th Conference of the Parties (COP16) to the Convention on Biological Diversity (CBD) is being held from October 21 to November 1, 2024, in Cali, Colombia. It should give concrete form to the commitments made following COP15, two years after the signing of the Kunming-Montreal framework agreement for the adoption of a new global strategic framework that will set the objectives to be achieved by 2030.

AFD Group, which has set its sights on being a pro-nature public development bank, is participating in COP16 to promote the adoption of an ambitious framework and to encourage all financial players to align themselves with it. At the event, AFD Group will reaffirm its desire to double its biodiversity financing by 2025 and to devote at least 30% of its climate financing to biodiversity.
COP16 is a unique opportunity to make headway in preventing the collapse of biodiversity at the global level.

  • Finalization of the Global Framework implementation

COP15 established a mechanism to monitor the implementation of the Kunming-Montreal framework. It involves reporting on the progress made on the commitments made by States. This mechanism is based on national strategies, reports based on common indicators and a global stocktake planned for 2026. COP16 should finalize the aspects of the implementation mechanism, including the indicators of the “monitoring framework” and the methods for organizing the global stocktake. There will also be discussion on the issue of how non-state actors will highlight the role of their actions.

  • Mobilization of financing

The Kunming-Montreal Framework Agreement set ambitious financing targets, with an overall goal of $200 billion per year from all sources and a gradual increase in international financing for developing countries, to reach $30 billion per year by 2030. 

  • Mechanism for benefit sharing linked to the use of digital sequence information (DSI)

COP15 expanded benefit sharing to dematerialized forms of genetic resources. COP16 will have to establish forms for a multilateral sharing mechanism to provide a framework for these benefits. The aim is to ensure legal certainty for DSI users and to maintain free access to data, particularly for research.
