This seventeenth edition of the LEO, Financing Sustainable Development, presents a series of public policy options to mobilize the necessary resources, based on coordinated actions between the public sector, the private sector, and their international partners. It argues that public resources must be better collected and invested more efficiently. Even with these improvements, private resources will also be crucial, as public revenues will not be sufficient to finance the deep transformations needed in the region. The depth, accessibility, inclusiveness, and efficiency of financial systems must continue to improve, especially for the benefit of citizens and smaller businesses. Companies need stronger capital markets to finance their long-term investment projects.
The report’s recommendations include the use of innovative financial instruments; the renewal of the role of development finance institutions; the revitalization of international partnerships to mobilize external resources; and the adoption of a shared regional agenda to address the challenging context of international financing.
