Moldova and Agence Française de Développement (AFD) have taken a significant step forward in their partnership today, with the signing of a €25 million financing agreement to support Moldova's ambitious Energy Green Transition Program.

The signing ceremony, held today in Chisinau as part of the Fifth Ministerial Moldova Partnership Conference, was attended by high-ranking officials, including Mrs. Victoria Belous, Minister of Finance of Moldova, Mr. Victor Parlicov, Minister of Energy of Moldova, Mr. Philippe Orliange, AFD’s Executive Director for Countries, and the French Ambassador to the Republic of Moldova, Mrs. Dominique Waag. The ceremony was further honored by the presence of Mrs. Maia Sandu, President of the Republic of Moldova, and of the French Minister for Europe and Foreign Affairs, Mr. Stéphane Séjourné.

This new financing agreement marks the second tranche of AFD's support for Moldova's energy reform agenda, following the successful implementation of the first tranche in 2023. The Energy Green Transition Program is a cornerstone of Moldova's efforts to align with European Union standards, enhance energy security, and promote sustainable development in the face of global climate challenges.

A strategic partnership for a sustainable future

The €25 million program loan provided by AFD, developed jointly with the Moldovan government, will directly contribute to the decarbonization of Moldova's energy sector over a six-year period (2023-2028). Supported by a €5 million technical assistance grant from the European Union and implemented by AFD Group subsidiary Expertise France, the program promotes the efficient use of energy resources, improves renewable energy generation, and enhances energy efficiency across the country. Additionally, it aims to strengthen Moldova's energy infrastructure, improve cross-border electricity interconnections, and establish a robust policy and regulatory framework to attract further investments in the energy sector. 

Mrs. Victoria Belous, Minister of Finance of Moldova, stated: “With the continued support of AFD and the French government, Moldova is well-positioned to meet its EU accession objectives and build a greener, more inclusive future for all Moldovans." Mr. Victor Parlicov, Minister of Energy of Moldova, emphasized the importance of this partnership: "This agreement is a crucial milestone in our journey towards a sustainable and resilient energy sector."

Mr. Philippe Orliange, Executive Director for Countries at AFD, stated: "AFD is proud to support Moldova in its ambitious energy transition. This program not only strengthens our cooperation but also demonstrates our shared commitment to addressing the global climate crisis and fostering sustainable development. Together, we are paving the way for a low-carbon economy in Moldova."
