AdaptAction: from strategy to implementation of climate change adaptation
AdaptAction supports countries that are particularly vulnerable to the impacts of climate change in implementing their adaptation strategies. This AFD Group program, co-financed by the European Union in the Mediterranean region, finances support for the implementation of strategies and public policies, the preparation of investment projects, and action research activities.
Objectives
- Support national and sectoral adaptation planning.
- Mainstream adaptation into public policies, strategies and budgets.
- Build the capacity of institutions and local stakeholders.
- Develop innovative pilot projects that can be replicated.
- Promote an inclusive and gender-sensitive approach.
Am I eligible?
AdaptAction has supported 25 countries and two regional organizations through studies, technical assistance, and climate governance actions. Today, the program supports its 20 partner countries in implementing adaptation.
25 partner countries since 2017, including 20 currently active: Bangladesh, Benin, Cameroon, Comoros, Congo, Egypt, The Gambia, Guinea, Jordan, Lebanon*, Madagascar, Morocco*, Mauritius, Mauritania, the Democratic Republic of the Congo, Senegal, Syria*, Palestine*, Togo, and Tunisia*.
*Co-financed by the European Union. Algeria and Libya also benefit from regional activities.
Beneficiaries of the program’s first phase: Côte d’Ivoire, Cuba, Ghana, the Dominican Republic, Niger, and two regional organizations: the Organisation of Eastern Caribbean States (OECS) and the Indian Ocean Commission.

Strategic focuses of the program (phase 2: 2022-2025)
1/ Understand: Operational research on the human dimensions of climate change to translate climate science into public policies and investments.
2/ Plan: Developing national climate change adaptation strategies by strengthening governance, capacity, and sectoral integration through consultations, tools, and action plans tailored to the context.
3/ Invest: Vulnerability and feasibility studies for projects, in particular on the links between climate, biodiversity, and societal issues.

- Gender and social inclusion.
- Knowledge management to promote the creation of "South–South" and "South–North" communities of knowledge and practice.
