FICOL: The French Local Authorities Financing Facility

The French Local Authorities Financing Facility (FICOL) funds development projects identified and implemented by French local authorities through their international partnerships.
Objectives
As part of France’s international development and solidarity policy, FICOL supports the external action of French local authorities and promotes French know-how. It aims to build the capacities of local authorities in other countries and disseminate environmental and social best practices.
Am I eligible?
FICOL supports development projects that are part of a decentralized cooperation partnership with local authorities in countries outside France. Projects must be located in a country included on the OECD Development Assistance Committee’s list of eligible countries.
Supported organizations:
- French local authorities (regional, departmental, municipality, metropolitan area, group of municipalities),
- groups associated with French local authorities (religious associations, etc.).

FICOL has supported 60 French local authorities with €65 million in funding granted since 2014.

Amount: Between €200,000 and €2 million (up to 70% of the project budget)
Maximum project duration: 3 years
