The KALYNA project aims to strengthen the management of European funds by the Chernihiv and Kyiv Oblasts, drawing on the expertise of the Île-de-France region.
Context
As part of its EU accession process, Ukraine already benefits from European funding to support its reconstruction, notably through the new Ukraine Facility launched in March 2024, as well as various European programs for which it is now eligible.
As the managing authority for European funds since 2014, the Île-de-France Region aims to share its expertise to help the Kyiv and Chernihiv Oblasts make effective use of these funds, facilitate their participation in European projects, and strengthen their capacity to meet EU requirements.
Through this initiative, the Île-de-France Region and its Ukrainian partners are deepening their cooperation, which has been active since the full-scale Russian invasion and the signing of cooperation agreements in June 2022.
Description
KALYNA aims to strengthen the skills of civil servants and local officials in managing European funding. Ukrainian trainers will first be trained and will then train civil servants and local officials, multiplying the number of beneficiaries. They will also lead local initiatives to encourage active participation in European projects.
A comprehensive training program will be developed and made available on a bilingual platform, with personalized support. Numerous workshops, practical sessions, and study visits will be organized to promote the exchange of best practices and foster concrete cooperation between Ukrainian and Île-de-France civil servants.
Impacts
By the end of the project, many civil servants and local officials from the Kyiv and Chernihiv Oblasts will have benefited from a high-quality training program tailored to their needs. Through exchanges with their counterparts from Île-de-France and across Europe, they will gain a solid understanding of European funding mechanisms, enabling them to participate in numerous European projects and comply with EU requirements. Some will receive a Franco-Ukrainian diploma certifying the skills they have acquired.
By making effective use of these funds, they will be able to actively contribute to building tomorrow’s Ukraine and implementing innovative projects that serve the Ukrainian population.
