Since the full-scale invasion of Ukraine by Russia, the Shevchenkiv district in Lviv has welcomed a high number of Internally Displaced Peoples as well as war-wounded soldiers and civilians, which leads to significant needs for improving its accessibility by public transports.
Context
Lviv is one of the main urban centers in western Ukraine. The city has welcomed more than 150,000 internally displaced persons after Russia’s full-scale invasion of Ukraine in 2022 and its population is expected to continue to grow in the coming years.
The Unbroken medical complex in Lviv is one of the country’s major rehabilitation centers for war-wounded soldiers and civilians and is located in the Shevchenkiv district. This area is currently poorly served by public transport and buses are stocked in the traffic jam.
Description
The program aims to promote an effective and efficient public transportation system for the health complex and surrounding neighborhoods. It has been divided into five successive phases that will be implemented progressively.
The Project is the first phase of this Municipal Program and will include (i) Construction of 2 dedicated public transit lanes (own site) and vehicle stops; (ii) Construction of 2 cycling lanes; (iii) reconstruction of sidewalks and other pedestrian paths; (iv) reconstruction of 2 lanes for current traffic; and (v) New urban lighting.
The €5 million AFD grant will finance all of the works costs excluding taxes. The municipality of Lviv will cover VAT costs as well as engineering and design supervision. Additional financing of €500 000 from the European Union Ubran Project Finance Initiation (UPFI) will be mobilised for additional technical assistance aimed at reducing risks.
Impacts
It is expected that the Project will allow:

the implementation of a transit system by bus with segregated lanes that is (i) fully functional and (ii) efficient (iii) can rapidly evolve to the implementation of a tram or trolleybus system (Phase 2 of the Municipal Program);

alternative modes of transport;
-
the rehabilitation of motor vehicle lanes.
