AFD assists regional and local authorities in mainland France with their international activities in providing a more comprehensive response to requests from counterparts in the Global South.

Partnerships between local authorities to compare and enrich their public policies are a key lever for achieving the Sustainable Development Goals (SDGs). AFD’s strategy to support the international action of local authorities is built around a core mission: to help achieve the SDGs by working with actors who have on-the-ground experience, while also supporting their external engagement as a means of promoting France’s global presence. This strategy is structured around three pillars: strengthening strategic dialogue with local authorities; promoting a territorial approach in development projects; and financing local initiatives.
