The Comoros
A small island nation in the Indian Ocean, the Union of the Comoros is particularly vulnerable to the effects of climate change. Protecting biodiversity, improving access to water and energy, strengthening health care, education, and vocational training, and supporting economic development are challenges that directly affect the country’s population while also forming part of a broader regional dynamic.
Context
In this part of the Indian Ocean, where France has a presence, challenges related to climate, biodiversity, health, and development extend beyond national borders. Cooperation with the Comoros reflects this regional context and addresses challenges shared by neighboring territories, particularly Mayotte, where AFD is also mobilizing significant financing to support the island’s development under its 2026–2031 five-year strategy.
Our approach
Addressing climate change in a shared regional space
As an island nation, the Union of the Comoros is particularly exposed to the effects of climate change. AFD supports projects that protect biodiversity, promote the sustainable management of natural resources, and strengthen climate change adaptation, all of which are challenges shared across the region.
AFD helps strengthen local healthcare capacity and improve access to, and the quality of, care.
Education and vocational training are also priorities. Developing skills and supporting access to employment can help meet the needs of the Comorian economy and create more opportunities for young people.
Access to water also supports communities and economic activity.
AFD supports the diversification of the Comorian economy, which has historically relied on agriculture, by helping develop new local economic activities and skills.
Depending on the project, this cooperation draws on French expertise and know-how, particularly in the environment, water, infrastructure, training, and engineering.
A longstanding partner of the Comoros, AFD works with Comorian authorities, civil society, and French local authorities to promote technical and scientific cooperation across the Indian Ocean.
AFD also mobilizes delegated European Union funds alongside French public financing to fund projects that are primarily implemented by Comorian authorities.
