Indonesia and France strengthen coastal ecosystem protection through the 2026-2045 Blue Carbon Ecosystem Protection and Management Roadmap
The Ministry of National Development Planning/Bappenas launched the 2026–2045 Roadmap for the Protection and Management of Blue Carbon Ecosystems at the Bappenas Building in Jakarta on Monday, September 21, 2026. This roadmap serves as a cross-sectoral reference to strengthen the sustainable protection and management of coastal ecosystems in pursuit of the "Golden Indonesia 2045 (Indonesia Emas 2045)" vision.
The strategic document was developed by the Ministry of National Development Planning/Bappenas through the Indonesia Climate Change Trust Fund (ICCTF), with funding support from the Agence Française de Développement (AFD), implemented by the World Resources Institute (WRI) Indonesia.
Minister of National Development Planning/Head of Bappenas Rachmat Pambudy emphasized the importance of mainstreaming blue carbon to maintain a balance between economic growth, environmental carrying capacity, and ecosystem sustainability.
This roadmap embodies the vision of "An Indonesian blue carbon ecosystem that is protected and optimally managed, serving as a tangible contribution to environmental sustainability, global climate resilience, and the well-being of coastal communities." This vision is translated into three key outcomes: Nature, Climate, and People, supported by five main pillars: policy, regulation, and planning; institutional arrangements; data and science; financing; and community empowerment.
The roadmap will be implemented in stages through 2045, ranging from strengthening the foundation and accelerating implementation to ensuring long-term sustainability, to achieve environmental preservation and improve the well-being of Indonesia's coastal communities.
Indonesia holds a strategic position regarding global climate issues, boasting 3.45 million hectares of mangroves and 660,000 hectares of seagrass beds estimated to store up to 3.4 gigatons of carbon. This roadmap serves to optimize that potential while strengthening coastal resilience against the impacts of climate change and supporting the sustainability of fisheries productivity.
In addition to contributing to the reduction of carbon emissions, this roadmap opens up opportunities for innovative financing and investment, improves the quality of national data, and strengthens cross-sector policy synergy to support the coastal economy.
Caroline Edant, AFD’s Deputy Country Director for Indonesia, stated that AFD has supported the ICCTF since 2022 in the development of this strategic roadmap. This support aims to create sustainable conditions for the protection and restoration of blue carbon ecosystems—which are crucial for addressing the climate crisis through both mitigation and adaptation. France is committed to collaborating with the Government of Indonesia to translate this roadmap into concrete action in the coming years.
Minister Rachmat Pambudy outlined four key directives for implementing the roadmap: integrating cross-sectoral policies and regulations; establishing a unified data system alongside a credible, integrated, and internationally standardized Measurement, Reporting, and Verification (MRV) system; optimizing innovative and sustainable financing; and ensuring inclusive benefits for coastal communities to enhance their well-being, technical capacity, and income.
Looking ahead, the implementation of the 2026–2045 Roadmap for Blue Carbon Ecosystem Protection and Management is expected to strengthen cross-sector policy and program synergies, improve the quality of databases and scientific knowledge, unlock opportunities for innovative financing and investment, and enhance community capacity in safeguarding coastal ecosystems as Indonesia moves toward "Golden Indonesia 2045 (Indonesia Emas 2045)".
The Ministry of National Development Planning/National Development Planning Agency is a government institution responsible for organizing government affairs in the field of national development planning. The ministry's primary vision is to achieve "High Quality and Credible National Development Planning to fulfil the vision of an advanced Indonesia that is sovereign and independent, based on the ideals of cooperation and partnership." In carrying out its mandate, Bappenas serves four main roles and functions: planning, allocation, control, and acting as an enabler. The planning function entails formulating macroeconomic frameworks, policy directions, and development priorities using a thematic, holistic, integrative, and spatial (THIS) approach. Through the allocation function, the ministry manages the funding for sustainable strategic projects based on national priorities. Additionally, the control function ensures the achievement of targeted development outcomes through active guidance and intensive coordination with various government agencies and local administrations. Finally, as an enabler, Bappenas acts as a think-tank to foster innovative planning, develop cross-sectoral policies, and encourage the synchronization of regulations and institutions.
The Indonesia Climate Change Trust Fund (ICCTF), a working unit under the Ministry of National Development Planning/Bappenas, acts as a National Trust Fund supporting the Government of Indonesia in its efforts to mitigate and address the impacts of climate change, while also serving as a platform for developing development innovations. ICCTF carries out this mandate through four main windows or focus areas, namely Land-Based Mitigation, Adaptation and Resilience, Energy, and Marine-Based.
ICCTF strives to produce innovative models that can support sustainable development by balancing the economic, environmental, and social pillars. ICCTF also functions as one of the funding instruments to support the Government of Indonesia's commitment to reducing greenhouse gas (GHG) emissions by 31.89 percent through national efforts and up to 43.20 percent with international support by 2030, as stated in the 2022 Enhanced Nationally Determined Contribution (ENDC). This commitment also serves as an important part of Indonesia's contribution to the achievement of the Sustainable Development Goals (SDGs).
