Now leading the Three Oceans Department, Matthieu Discour has over 25 years' experience within the Agence Française de Développement (AFD) Group.
Overview
Prior to this appointment, he was Director of the Governance Department at Expertise France, a subsidiary of the the AFD Group, where he managed technical cooperation programs in public finance, state reform, decentralization, justice, and human rights.
Appointed Regional Director for the Gulf of Guinea in 2018, he previously headed the Port-Louis regional office, covering activities in Mauritius, the Seychelles and cooperation with the Indian Ocean Commission. He was also in charge of the Finance, Partnerships and Communication unit at AFD's Hanoi office.
He began his career at AFD as Geographic Coordinator for La Réunion and Mayotte, then as a financial analyst in the local public sector.
He graduated from Sciences Po and Université Paris-Dauphine and holds an international MBA.
